GID SERVICES

The services to be provided by the Ballpark GID will include, but not necessarily be limited to:

 

Safety and Security

The Ballpark GID will invest resources in ensuring a safer neighborhood for all. This includes but is not limited to:

    • Proactive and preventative security delivered via dedicated safety ambassadors for the neighborhood. These individuals will not be armed or members of the Denver Police Department (DPD), but they will be trained to de-escalate non-emergency situations, offer a constant safety presence in the community, and will be in regular communication with DPD allowing for quicker response times to situations where a police presence is warranted.
    • Invest in lighting enhancements throughout the Ballpark District, where needed.
    • Provide safety escorts for residents, business owners and employees.
    • Coordinate with the City’s public safety department, the Denver Police Department, the Support Team Assisted Response (STAR) program team, the Denver Fire Department, and other safety service providers working in the neighborhood.

The Ballpark GID will enter into an intergovernmental agreement (IGA) with the City detailing the Ballpark GID’s authority and responsibilities. 

 

Navigation Team for People Experiencing Homelessness and Coordination with Social Service Providers

During efforts to develop the Ballpark GID, the future members of the Ballpark GID’s District Advisory Board have initiated multiple discussions with the social service providers operating in the Ballpark neighborhood. It is the intent of the Ballpark GID to continue to build upon the partnerships being developed and coordinate navigation and related services (e.g. peer navigation, transportation to community services, and encampment cleanup) to ensure people experiencing homelessness and all individuals seeking services are routed to the most appropriate place in a safe and respectful manner. The Ballpark GID will fund a dedicated navigation team who will be focused on providing:

  • Navigation to anyone and everyone seeking services in the Ballpark District.
    • Connections and transportation to available social services and ongoing coordination with all social service providers.

The Ballpark GID will enter into an IGA with the City detailing the Ballpark GID’s authority and responsibilities. 

 

Enhanced Cleaning

The Ballpark GID intends to provide 7-day-a-week, year-round cleaning services in the Ballpark District to keep it clean of litter and debris, including the elements along sidewalks and streets and in the alleys as well as other public spaces. These services will be delivered via a dedicated team of workers that will have regular cleaning schedules and also provide on-demand services. Cleaning will include, but not be limited to:

  • Litter removal and debris sweeping
  • Pressure washing
  • Street furniture cleaning
  • Weed removal
  • Graffiti abatement
  • Special cleaning projects as needed and as identified important by the GID stakeholders

 

Infrastructure, Landscaping and Special Projects

Through the effort to form the Ballpark GID, it has been determined that four existing Local Maintenance Districts (LMDs) – located on Broadway, 20th Street, Larimer Street and 22nd Street – will be dissolved upon the GID’s creation and the successful passage of the GID’s organizational/TABOR election. More information on this can be found on page 9 of this work plan. Each of the LMDs have been responsible for landscaping and special capital maintenance projects in those areas of the Ballpark District, while other areas have had no consistent service. The Ballpark GID will invest throughout the Ballpark District in enhancements that include, but are not limited to:

  • Installing and maintaining trees, tree grates and irrigation.
  • Maintaining existing lighting and adding additional lighting, including ongoing maintenance to electrical systems.
  • Trash removal and trash can maintenance, with considerations for future expansion of trash and/or recycling cans.
  • Landscaping as determined by Ballpark District stakeholders (e.g., flower planting).
  • Ballpark branded directional signage and wayfinding.
  • Banners and holiday décor installations.
  • Art, murals, sculpture and other creative installations.
  • Other investments focused on placemaking and wayfinding throughout the Ballpark District.

The Ballpark GID may coordinate with the City to undertake a comprehensive infrastructure analysis of the Ballpark District to identify and address significant deferred maintenance in public realm amenities, and to identify funding resources to address these needs. Additionally, the Ballpark GID may in the future partner with the City, adjacent business improvement districts, the RiNo neighborhood, the Downtown Denver Partnership and others in supporting larger infrastructure investments such as the 5280 Trail.

 

Community Ambassadors

The Ballpark GID will also be supported by hospitality-focused staff. The safety and security, homeless outreach and cleaning and maintenance teams employed by the Ballpark GID will all be cross-trained to serve as community ambassadors in order to support this work when needed. The role of the community ambassadors may include, but not be limited to:

  • Hospitality services to visitors to the Ballpark District, including providing directions and information about amenities in the Ballpark District and the adjacent areas.
  • Business engagement, including staff members that get to know the local business community and their needs and help support their success.
  • Observing and reporting on issues and needs in the area to more effectively and efficiently deliver services.
  • Special event support, which may be delivered through additional contracts for service by event providers.

The proponents of the Ballpark GID see tremendous potential to utilize the community ambassadors to support the Ballpark District during particular high-demand times, including during Colorado Rockies games, during special events at Coors Field, and during other special events occurring in the Ballpark neighborhood and in greater Downtown Denver. 

 

Administration and Management

Approximately 10% of the Ballpark GID’s budget is anticipated to be allocated to administration and management of the Ballpark GID. These resources will support:

  • A full-time executive director for the Ballpark GID who will oversee delivery of all services, manage contracts, support the Ballpark GID’s District Advisory Board and Board of Directors, ensure stakeholder collaboration and representation and serve as a primary point of contact for all Ballpark GID stakeholders. The executive director will also serve as an advocate for the Ballpark GID, coordinating with the City on matters of planning, zoning, construction management and other critical matters as needed.
  • A support staff member who can assist the executive director as needed.
  • A customized app and reporting tool that will provide real-time data on the work of our safety, outreach, maintenance teams and community ambassadors. The tool will serve as a dashboard showing where services are being delivered and how Ballpark GID funds are being spent.
  • Legal, accounting and other professional services support as needed.
  • Monthly and annual financial and program delivery reporting to ensure transparency in Ballpark GID operations and expenditures. 
  • The establishment of Ballpark District identity and communications tools including a website, newsletter and other tools as necessary.
